Raúl Kripalani 4c43736fe9 pstoreds: tighten up gc-based peerstore.

Introduces custom types in protobuf to serde directly into multiaddrs
and peer IDs. Simplify purge by ordering addrs by expiry. In general,
getting this readier for merge.
